A marine is murdered in his own home on an Army Base. Army CID heads the investigation, which means Gibbs has to work under his current love interest, Lt Colonel Mann. During the investigation, they find that one of Gibbs's ex-wives is a material witness.

An Admiral is killed while taking a taxi through a park. The team discovers that the Admiral was not the target, it was the cab driver. They soon realize that the killers are targeting certain cab drivers, now they race to find the real target.

However, there is more to this Marine as it seems that he has taken Steroids to help him get into the Corps, and this has turned him into a super soldier.
